Note:This work is concerned with estimating the change in institutional cost caused by the reallocation of long stay patients from acute hospital beds to extended care beds. The common method used to calculate the cost change is a comparison of the average costs of the institutions. However, the use of average costs greatly overestimates the potential saving. Basic economic theory indicates that the marginalcosts of the two types of institutions should be compared, not their average costs. In this research we develop a straightforward procedure to estimate marginal cost. It employs information easily accessible at hospitals and extended care facilities.
