The article discusses the main limitations of the development of housing markets in cities with population over one million people: low effective demand of the population, inelastic supply, underdevelopment of credit instruments. The mechanism of realizing the housing policy in the conditions of global urbanization trends is analyzed. The best practices of housing policy in the countries of the West and China are presented.
