The goal of the SOHP Plan is to propose changes to utilize available funding in a manner that most effectively provides quality services to survivors of homicide victims. This includes equitable distribution of the funds across the state and more adequate coverage of all of Iowa’s ninety-nine counties. This proposal/plan is a model to sustain services to SOHP victims based on the funds available
