The Nigerian constitution permits people to register POs. All POs are required to register with different bodies at the local, state and federal levels. These can be Cooperatives, Companies limited by Guarantee or Incorporated Trustees. Although a clear, closed list of reasonable documentation is required for registration, the application process is often bureaucratic with inconsistencies about the duration for approval across the 36 States of the country
