Uncertainty absorption in risk-tasking. Comparing constructivist observations of risks from BSE

Zeitschrift für Soziologie. 2000;29(2):83-102.Two opposing theories of risk claim to describe risks as social constructions as well as contextualizing them within societal structures: cultural theory and sociological systems theory. Using empirical studies of BSE ("mad cow disease") as a case of risk, this article compares both theories from their common point of departure (observer dependence) and follows their stategies of analysis regarding the consistency and the consequences of their observations. With reference to a culture comparative case study of the BSE-crisis (Wynne/Dressel 1999) this article shows that cultural theory has nor been able to reflect its own observer position consequently enough in relation to other societal observations of risk and thus has tended to overestimate itself in the context of risk-related policy. In contrast, systems theory has proven itself capable of describing risk-related observation relationships in modern society in their reflexivity and differentiation. Tn such a systems theoretical case study of BSE the dynamics and forms are presented with which organizations contribute to the construction and dismantling of problems of risk in modern society within the framework of their decision-making processes ("uncertainty absorption").In der Risikosoziologie stehen sich heute zwei Theorien gegenüber, die dem Anspruch folgen, Risiken als soziale Konstruktionen zu beschreiben und zugleich in ihrer gesellschaftlichen Konstitution zu erfassen: die Kulturtheorie und die Systemtheorie. Der Beitrag vergleicht die beiden Risikotheorien von ihrem gemeinsamen Ausgangspunkt her (Beobachterabhängigkeit) und verfolgt die Konsistenz ihrer Analysestrategien und die Folgen ihrer Beobachtungsweisen anhand empirischer Studien zum Risikofall BSE ("Rinderwahnsinn"). Die Rekonstruktion einer kulturvergleichenden BSE-Studie (Wynne / Dressel 1999) ergibt zunächst, dass die Kulturtheorie sich nicht konsequent als dem gesellschaftlichen Beobachtungszusammenhang von Risiko selbst zugehörig zu erfassen vermag und dazu tendiert, ihre Beobachtungsweise im risikopolitischen Zusammenhang zu überschätzen. Demgegenüber erweist sich die Systemtheorie konsequent darin, risikobezogene Beobachtungsverhältnisse in der modernen Gesellschaft in ihrer unabschließbaren Reflexivität und ihrer Differenzierung zu beschreiben. Eine systemtheoretische Fallstudie legt die Dynamik und die Formen dar, mit denen Organisationen im Rahmen ihrer Entscheidungsprozesse ("Unsicherheitsabsorption") zum Auf- und Abbau von Risikoproblemen wie BSE in der modernen Gesellschaft beitragen
