Abstract: This research is an in-depth quantitative work that seeks to explain the dilemma faced by mobile commerce users who transact using mobile technologies that are inherently vulnerable to security threats. The work looks at users in the Sudanese public sector and aims to examine the factors that influence users’ intentions to mobile commerce in the Sudanese governmental sector. The work adopts both Roger’s theory of Innovation Diffusion and the Technology Adoption Theory to elucidate the constructs of perceived security risk, perceived trustworthy, perceived usefulness, and perceived ease of use.
