Born in Las Tunas, Bolaños studied political sciences and international law at the University of Havana and did postgraduate work in foreign relations at the University of London. He was a member of Castro's guerrilla army that overthrew the Batista government in 1959. Between 1959 and 1963, Bolaños was a member of the National Board of the Union of Banks and Insurances.
