Intelligence, sustainability and innovation in cities: an analysis of the urban mobility of Pato Branco - PR

The accelerated urban growth recorded in recent years has raised concern about sustainable actions in cities. In this context, smart cities are presented as an alternative to the problems encountered in cities where, through innovative actions, Information and Communication Technologies contribute to the creation of a data basis in order to make possible the sharing of important information with the effective participation of the citizen, and that this reflects efficiency in public processes and services. One of the dimensions of smart cities is urban mobility, which is related to the displacement of people and goods in urban space. Currently, there is a massive number of people and vehicles occupying the streets, causing excessive traffic jams, insecurity and accidents, and the attention of the public is important for actions that promote sustainable, innovative and intelligent urban mobility. The objective of this research is therefore to verify how the concepts of sustainability, innovation and intelligence in the cities are inserted in the political agenda of Pato Branco city, especially as regarding urban mobility. In addition, it also seeks to understand the scenario of this city in the context of intelligent and sustainable cities, describing the actions that are linked to the smart city for the municipal administration. For this purpose, this qualitative research has used semi-structured interviews with actors related to the urban mobility policies of the city, as well as documentary analysis. For the treatment of the data obtained, it was used the content analysis method, where it was possible to verify that, through the method of the multiple flows of Kingdon, that the concept of smart city in Pato Branco is a construction of years, with actions between the municipal administration, universities and the private sector. It was also possible to observe that, as far as urban mobility is concerned, municipal administration has been investing in public policies with innovative and sustainable characteristics. However the actions with characteristics of intelligent urban mobility are still quite insipient, although there are future projects that can contribute to the improvement of this important dimension of smart cities, which is urban mobility.O acelerado crescimento urbano registrado nos últimos anos faz com que aumente a preocupação acerca de ações sustentáveis nas cidades. As cidades inteligentes apresentam-se, nesse contexto, como uma alternativa para os problemas encontrados nas cidades onde, a partir de ações inovadoras, as Tecnologias de Informação e Comunicação contribuem para que se tenha uma base de dados e que, com isso, seja possível o compartilhamento de informações importantes com a participação efetiva do cidadão, e que isso reflita em eficiência nos processos e serviços públicos. Uma das dimensões das cidades inteligentes é a mobilidade urbana, que está relacionada ao deslocamento de pessoas e bens no espaço urbano. Atualmente, há um número massivo de pessoas e veículos ocupando as ruas, gerando excessivos congestionamentos, insegurança e acidentes, sendo importante a atenção do poder público para ações que promovam a mobilidade urbana sustentável, inovadora e inteligente. O objetivo desta pesquisa é, portanto, verificar como os conceitos de sustentabilidade, inovação e inteligência nas cidades estão inseridos na agenda política de Pato Branco, em especial no que se refere à mobilidade urbana. Além disso, o estudo também procura compreender o cenário desta cidade no contexto das cidades inteligentes e sustentáveis, descrevendo quais as ações que estão, para a administração municipal, vinculadas à cidade inteligente. Para tanto, esta pesquisa qualitativa utilizou-se de entrevistas semiestruturadas com atores ligados às políticas de mobilidade urbana da cidade, além de análise documental. Para o tratamento dos dados obtidos, a investigação utilizou-se do método de análise de conteúdo, pelo qual foi possível verificar que, através do método dos múltiplos fluxos de Kingdon, o conceito de cidade inteligente em Pato Branco é uma construção de anos, com ações entre a administração municipal, as universidades e o setor privado. Também foi possível observar que, no que diz respeito à mobilidade urbana, a administração municipal vem investindo em políticas públicas com características inovadoras e sustentáveis, porém, as ações com características de mobilidade urbana inteligente ainda encontram-se bastante incipientes, embora existam projetos futuros que podem vir a contribuir com a melhoria desta importante dimensão das cidades inteligentes, que é a mobilidade urbana
