Hidrelétricas na Amazônia e governança territorial: análise da gestão do plano de desenvolvimento regional sustentável do Xingu - 2013 a 2016

This research deals with the aspects and principles of territorial governance as an exercise in social management, anchored in the mobilization and institutional relations around the construction of hydroelectric projects in the Amazon, taking a case study of the Sustainable Regional Development Plan of the Xingu (Xingu PDRS), as a strategy for the regional insertion of the electric sector, from the implementation of the Belo Monte Hydroelectric Power Plant in the state of Pará. The research analyzes the management of the Xingu PDRS inside, in order to identify the institutions and their relations in the design of a territorial governance in the model that is conceived, in order to investigate how the institutional relations between the constituent members produce a territorial governance to absorb benefits for the regional development. The neo-institutionalist approach and the territorial approach allow the analysis of the management of the Xingu PDRS, from the construction of a matrix of territorial governance evaluation used by Valdir Dallabrida (2015), to identify which territorial governance principles are present in this experiment and which need to be improved. This is a participant research that used the methodology of application of semi- structured questionnaires to collect the profile and the perception of the members of the advisory and deliberative instances on the management of the Xingu PDRS. The results of the research show that the institutional relations provided by the Xingu PDRS meetings, anchored in negotiation spaces, have promoted social and territorial learning, an indispensable condition for the definition of sound guidelines for the regional development process, but also express asymmetries of technical knowledge and the regional framework, which directly interferes with the scope of actions and their synergistic effects in the region.Esta pesquisa aborda os aspectos e princípios da governança territorial como exercício da gestão social, ancorados na mobilização e relações institucionais em torno da construção de projetos hidrelétricos na Amazônia, tomando-se um estudo de caso do Plano de Desenvolvimento Regional Sustentável do Xingu (PDRS do Xingu), como estratégia de inserção regional, do setor elétrico, a partir da implantação da Usina Hidrelétrica de Belo Monte, no estado do Pará. A pesquisa analisa a gestão do PDRS do Xingu por dentro, a fim de identificar as instituições e suas relações no desenho de uma governança territorial no modelo que está concebido, de forma a investigar como as relações institucionais entre os membros constituintes produzem uma governança territorial para absorção de benefícios para o desenvolvimento regional. A abordagem neo-institucionalista e a abordagem territorial permitem a análise da gestão do PDRS do Xingu, a partir da construção de uma matriz de avaliação da governança territorial utilizada por Valdir Dallabrida (2015), para identificar quais princípios da governança territorial estão presentes nesta experiência de gestão social e quais precisam ser aprimorados. Esta é uma pesquisa participante que utilizou a metodologia de aplicação de questionários semi-estruturados para coletar o perfil e a percepção dos membros das instâncias consultivas e deliberativas sobre a gestão do PDRS do Xingu. Os resultados da pesquisa demonstram que as relações institucionais oportunizadas pelas reuniões do PDRS do Xingu, ancoradas em espaços de negociação, têm promovido aprendizado social e territorial, condição indispensável para o alcance de definição de diretrizes sólidas para o processo de desenvolvimento regional, mas também expressam assimetrias de conhecimento técnico e do quadro regional, o que interfere diretamente no alcance das ações e de seus efeitos sinérgicos na região
