National audienceThis article seeks to explain why the French executive presided by N. Sarkozy kept his electoral pledge to give more autonomy to universities. While the multiple political projects developed since the 1960s to achieve this objective all failed, the law on universities’ liberties and responsibilities (LRU) was adopted less than two months after the 2007 legislative elections. Combining analytical frameworks from political sociology and public policy analysis, we identify two essential factors of the realisation of electoral promises: the mobilisation of a political entrepreneur which is effective only if it enhances both the executive’s motivations and capacity to deliver the policies promised.L’objectif de cet article est d...
