Home education in Europe presents a fragmented picture, according to an analysis of regulations and practices in a sample of fourteen European countries. In ten of these, home education is a legal right. But regulatory, inspection, and monitoring regimes vary considerably. In other countries home education is not mentioned in law, but is still tolerated. The discussion reviews a number of factors relevant to policy debates about home education in Europe, including the 1989 United Nations Convention on the Rights of the Child and the 1950 European Convention on Human Rights
