There has been discussion about the numerous problems concerning the career development of young employees recently. One of them is the high number of recent graduates who resign early from their jobs. It is said that one of the reasons is the failure of the career guidance in schools. The researches done by H. Shimoyama and K. Takeda show that what is called "career guidance" in schools is far from ideal, and it seems there is a limit. In this paper, the process of the shift of the location where guidance for young people has been mainly done is examined through analysis of laws from the Taisho Era to the Showa Era
