An inequality on the parameters of distance regular graphs and the uniqueness of a graph related to M23

We give an inequality on the parameters of distance regular graphs, and show the geometric consequences of equality. As an application we show that there is a unique distance regular graph with intersection array {15,14,12,1,1,9}
