The Chilean housing problem has been studied almost exclusively starting at the state and social sectors with low incomes. Very little is known about the role played by entrepreneurs and middle-income workers in housing policies. This text proposes to integrate these fundamental analyses to urban actors in order to achieve a more complex, comprehensive and nuanced know. For this, the analysis focused on the first national housing policy (1952-1958). It can be concluded that both employers and media groups were determining social subjects in the final outcome of these policies
