This paper presents a historical overview of the processes and changes experienced by libraries of all types in Montenegro during the past twenty-five years, as well as their current state. Major aspects of library work are covered: the general situation, legislation, buildings and equipment, collections, services, personnel, and automation. The period from 1989 to 2014 is characterized by a stream of social and economic turbulences as well as by rapid changes due to developments in information and communications technology.
