140 p.Thesis (Ph.D.)--University of Illinois at Urbana-Champaign, 2005.The empirical study investigates factors that influence state adoption of NRD activity. The results show that size and probability of damages strongly influence the timing of the adoption. Additionally, environmental grants and public demand for NRD enforcement also contribute to the likelihood of program adoptions.
