Teachers expressed frustrations regarding music budget uncertainties, heavy workloads, material concerns, and staffing shortfalls. Following the resignation of two (of three) music teachers in one evaluated school (just prior to study's start), 1/3 of the students in the school received additional technology instruction instead of music as only one vacated position was filled.
