The constitutional right to the protection of health in Argentina. Budgetary aspects in its sub-national implementation. Probable diversions of public financing towards other participants in health care

Luego se desarrollan conclusiones sobre un estudio de campo realizado en el Hospital “Dr. J.M. Cullen” de Santa Fe, donde se advierten probables desvíos del financiamiento público hacia otros sectores que no integran la red de salud pública provincial.Considering the constitutional protection of the right to health in Argentina, it is investigated its inclusion in national and provincial public policies, organized in the form of health systems. We then develop conclusions about a field study performed at the Hospital "Dr. J.M. Cullen" in Santa Fe, where there are likely to be diversions of public financing to other sectors that are not part of the provincial public health network
