This study was initiated in order to understand the Malaysian government’s effort to emphasise the importance of human capital. The Malaysian government has invested in human capital in order to cultivate and enhance knowledge, skills and abilities among public service employees in Malaysia. Providing sufficient knowledge and skills to public service officers increases their ability to be more productive and make better decisions.
