The aim of this project was to compare the structures of the municipal power in Spain and those in America in order to understand their evolution, their similitaries and their differences better. Sigüenza, a Castilian city submitted to the power of its lord-bishop, and Panamá, an American city directly placed under the autority of the Crown, highlight particular characteristics even if the Indian municipalities founded since the Conquest were organized on the model of the Castilian or Andalusian councils of the Spanish Middle Ages.
