An Analysis of the Implementation of the Chapter 2 Block Grant Program in the Flint School District

This research paper is a case study of the Chapter 2 block grant which was ushered into law in 1982 by the administration of President Ronald Reagan. The first part of this paper is an exploration of this program and to the study of how organizations respond to changes in the environment. Next we outline the basic approach for this study but which provides a structure for the analysis of Chapter 2 programs and budget data. The final part of the paper is a detailed analysis of the program as implemented in the Flint School District.
