Johannesburg could have been a very interesting example of ambitious and powerful metropolitan policies. There was indeed a broad historical consensus on the necessity of redistribution, at metropolitan level, towards the former Black townships like Soweto ; and local resources were not lacking in Johannesburg, the economic heart of South Africa. Six years after the demise of apartheid, however, the results are disappointing.
