We consider the formulat ion of an optimal program of education by the planning board of an economic system . The problem is one of optimal allocation of time between education and work for each class of age of the labour force of the economy in order to maximize production over a given planning horizon . The model ought to be considered as a contribution to the theory of maximal growth more than to the so called economics of education. Therefore it should be integrated with other models which envisage the problems of optimal investments in means of production other than labour. We should like to point out also the role of a particular scarcity: that constitute by the qualitative nature of the primary factor labour
