L’Union européenne, une démocratie de stakeholders

International audienceLike other governmental and intergovernmental organizations, in the 1990s the European Union has taken a participatory turn in its decision-making and communication policy. The official introduction of the “new European governance” (defined in the White Paper published in 2001) sought to find a lasting institutional solution to the problem of controlling interactions among European policymakers, experts, and interest representatives. The failure of the ratification referendum of the Constitutional Treaty in 2005 opened a new window of opportunity. It seemed necessary to move beyond the “neo-corporatist” model of governance by developing the direct participation of citizens in decision-making processes. Based on empirical work begun in 2005, this article analyzes the (political and intellectual) genesis as well as the conditions of possibility of what is here called institutional participationism, developed as a corrective to “European democracy”. To do so the authors explore the European reform laboratories, where this new procedural theory of European power has been imagined. The article demonstrates the institutionalization of this European participationism by tracing its genealogy from the White Paper on Governance to the European Citizens’ Initiative. The authors focus in particular on the role played by social scientists as experts in these democratic innovations.Des laboratoires du participationnisme à l'expérimentation démocratique » Gouvernement et action publique, 2016/2 (n° 2), p. 125-152 Résumé Comme d'autres organisations gouvernementales et intergouvernementales, l'Union européenne a opéré dans les années 1990 une mue participative de sa matrice décisionnelle et communicationnelle. L'instauration officielle de la « nouvelle gouvernance européenne » (définie dans un Livre blanc publié en 2001 et mûrie au sein de la Cellule de prospective de la Commission européenne) visait à proposer une réponse institutionnelle à la nécessité croissante de contrôler le « management de l'interdépendance » entre les décideurs européens et les experts ou les représentants d'intérêt. La période de crise ouverte avec l'échec du processus référendaire de ratification du traité constitutionnel a imposé de dépasser le modèle « néo-corporatiste » de la gouvernance en développant la participation directe des citoyens aux processus décisionnels. Fondé sur une enquête lancée en 2005, cet article se propose d'analyser les genèses (politique et intellectuelle) et les conditions de possibilité du participationnisme d'institution mis alors en oeuvre pour corriger la « démocratie européenne ». Pour ce faire, les auteurs explorent les laboratoires de la réforme où a été imaginée cette théorie procédurale du pouvoir européen, d'abord orientée vers une meilleure prise en charge des intérêts sectoriels et territoriaux puis vers les « citoyens ». Ils suivent les formes d'institutionnalisation d'un participationnisme européen, de sa généalogie gouvernancielle jusqu'à sa consécration par l'Initiative citoyenne européenne, en observant plus particulièrement le rôle joué par les social scientists experts en innovation démocratique.
