La question des relations germano-israéliennes (1949-1956) : réflexions, débats et controverses au sujet d'une officialisation difficile

From the beginning of the 1950s after the signature (september 10th, 1952) and the ratification (march 18th, 1953) of the german-israeli reparation agreement, an israeli purchasing mission symbolizes a formal, but provisional, link between the frg and israel. This link may then embody the basis of a deeper formalization of the relations between bonn and jerusalem, and the development of de facto links between the both capitals leads to a reflection on that matter. The present study turns on the evolution of the israeli, jewish and westgerman ideas relating to the question of diplomatic relations between the frg and israel, at the government level as well as at this of the political parties, jewish organisations or personages and of private german associations. On the basis of the analysis of the de facto relations between the two countries, the present study allows to proceed to the observation of the conceptions and motivations of several interveners since the reparation agreement until spring 1956. The period in question has been characterized by the development of a multilateral reflection : this reflection is market, on israel's side, by the passage from an absolute refusal of definitively established links with bonn to the proposal of the establishment of a west-german commercial office on the israeli territory, as a direct precondition to diplomatic relations, because of reasons lying in the international situation of the jewish State ; on west Germany's side, in the same time the opinion moves from a good disposition towards a quick establishment of solid links with Jerasulem to the refusal of the israeli offer because of foreign policy reasons not specific to the middle-East at all. For its part, the analysis of the conception of the political parties, the Jewish and west-german personages alloxs to underline the agreements and clashes between those factors and the attitudes of Bonn and JerusalemDès le début des années 1950, après la signature (10 septembre 1952) et la ratification (18 mars 1953) de l'accord de réparations germano-israélien, une mission commerciale israélienne installée à Cologne symbolise un lien formel, mais provisoire, entre la Rfa et Israël. Ce lien parait alors pouvoir être à la base d'une formalisation plus poussée des relations entre Bonn et Jérusalem, et le développement des liens de facto entre les deux capitales entraine la naissance d'une réflexion à ce propos. La présente étude porte sur l'évolution des idées israéliennes, juives et ouest-allemandes relatives à la question des relations diplomatiques entre la Rfa et Israël, tant au niveau gouvernemental qu'à celui des partis politiques, d'institutions juives ou d'associations privées ouest-allemandes. Sur la base de l'analyse des relations de facto entre les deux pays, le présent travail permet de procéder a l'étude des conceptions et des motivations de multiples intervenants depuis le traite de réparations jusqu'au printemps 1956. La période en question est marquée par le développement d'une réflexion essentiellement bilatérale : celle-ci se traduit dans le cas d'Israël par le passage de la renonciation absolue a des liens définitivement établis à la demande, émise par Jérusalem, de l'installation d'un bureau commercial ouest-allemand sur le territoire israélien, comme préalable direct à des relations diplomatiques entre les deux pays, ceci en raison de la situation internationale de l'état hébreu; du côté de la RFA, l'état d'esprit passe dans le même temps de la disposition à établir des liens formels fermes avec Jérusalem au refus de l'offre israélienne de 1956 pour des raisons de politique extérieure étrangère au contexte moyen-oriental. Pour sa part, l'analyse des conceptions des partis politiques, des personnalités juives et ouest-allemandes permet de souligner les concordances ou les discordances de ces éléments avec les attitudes de Bonn et Jérusale
