Created by the treaty on European Union, the concept of European citizenship has to be incorporated in the process of the European political integration. This concept first appeared during 1960s - 1970s, and was attached to the European parliament direct elections. The link between the concept of European citizenship and the European construction has provided an evolutionary concept of citizenship. This concept will be evaluated from two points of view.
