La spécialisation internationale des pays d'Europe de l'Est lors du passage du plan au marché : l'évolution de leurs échanges avec la Communauté européenne

Before the transition, the foreign trades of eastern-and central-European economies were characterized by a dualism of trade, as the flows of trade with the Comecon and with the rest of the world were comparatively separated. This resulted in bipolar specialization, and consequently east-European products were hardly competitive on world markets. As well as by the running of the Comecon, the specialization of central-and east-European countries was influenced by a planned organization of foreign trade, inconvertibility and internal features peculiar to shortage economies. That is the reason why the transition towards free enterprise economy and the reforms which come along with it have had rather upsetting effects and imply the emergence of a new structure of trade. Nevertheless, as this specialization is of a structural nature, it changes slowly and the inheritance from the past is currently a handicap. This explains the upheaval caused by the disintegration of the Comecon and the difficulties in reorganizing trade with the west in spite of the partnership agreements with the European community.Avant la transition, le commerce extérieur des économies d’Europe centrale et orientale est caractérisé par un dualisme des échanges, les flux commerciaux intra-CAEM et ceux avec le reste du monde étant relativement cloisonnés. Il en résulte une spécialisation bipolaire et les produits est-européens sont peu compétitifs sur les marches mondiales. Outre par le fonctionnement du CAEM, la spécialisation des pays d’Europe centrale et orientale a été marquée par l'organisation planifiée du commerce extérieur et l'inconvertibilité ainsi que par les caractéristiques internes des économies de pénurie. C’est pourquoi la transition vers l'économie de marché et les reformes qui l'accompagnent possèdent un rôle déstructurant et doivent impliquer l'émergence d'une nouvelle structure d'échanges. Cependant, la spécialisation étant de nature structurelle évolue lentement et celle héritée du passé constitue un handicap à court terme, expliquant le choc provoque par la désintégration du CAEM et la difficulté de la réorientation des échanges vers l'ouest malgré les accords d'association avec la communauté européenne
