This paper examines the major changes that have taken place in Dublin over the last fifteen years, highlighting the dual challenges faced by city planners-regenerating the city centre and constraining urban sprawl. It identifies the key aims with regard to Dublin of the National Spatial Strategy which was recently produced in an attempt to balance regional development. The gap between the rhetoric of consolidation and the reality of current patterns of growth is highlighted.
