L'aménagement du territoire aux Pays-Bas : l'évolution de la Randstad

The Netherlands illustrate some interesting examples of the development of ideas and policy in physical planning. This article sets forth a general outline of planning, including historical background, planning instruments, and the three levels of Dutch administration. Part of physical planning is reflected in the development during the past twenty years of the Randstad Holland. An overview of the Randstad is presented, dealing with both the physical and historical background of this conurbation. Also discussed are the initial planning goals and later planning adjustments after the partial failure of the implementation of the Second Report on Physical Planning in the Netherlands. A brief sketch of the more realistic planning goals in the Third Report and some elements of actual development in the Randstad Holland conclude the article.Les Pays-Bas offrent quelques exemples intéressants sur le développement des idées et de la politique de l'aménagement du territoire. Dans cette contribution seront présentés les grands traits de l'aménagement en ce qui concerne l'historique , les instruments et les trois niveaux administratifs des organes de l'aménagement néerlandais. L'application d'une partie de cette politique se retrouve dans le développement des vingt dernières années de la Randstad. En bref sont présentés : l'originalité de la Randstad fortement influencée par le cadre naturel, les objectifs de la planification et les adaptations après l'échec partiel du Second Rapport. Ensuite suit la politique d'aménagement plus réaliste du Troisième Rapport envers la Randstad, suivi de quelques éléments de la situation du développement actuel de la Ranstad.Van oort Guy.
