The Netherlands illustrate some interesting examples of the development of ideas and policy in physical planning. This article sets forth a general outline of planning, including historical background, planning instruments, and the three levels of Dutch administration. Part of physical planning is reflected in the development during the past twenty years of the Randstad Holland. An overview of the Randstad is presented, dealing with both the physical and historical background of this conurbation. Also discussed are the initial planning goals and later planning adjustments after the partial failure of the implementation of the Second Report on Physical Planning in the Netherlands.
