Les pays : problématiques, enjeux, méthodologies

In the common language, as well as in the geographic literature, the word "pays" has been used for ages, it has always been and still be ambiguous. Now it is used in the field of territorial planning but its present purpose (Law dated from 4/02/1995) is different from the one which led to the "contrats de pays". That is the reason why, in this article one will find reflexions about the problematics, the approaches and the methods. It aims at clearing the definition, the caractérisations and the stakes of the "pays". Taking into account the recent and present evolutions of the territories, the geographic approach should not be used without a renewal and a widening of the exam of the solidarities and of the social cohesions, of the historical and the identiraty anchorages, of the relations between economics and territories, of the inherited or recent institutional elements, which were created for management and action. The "pays" promoted by the law, include all those componentes. Previous noticings and observations of the expressions of the solidarities (nature, strength, need) from which the territories of projets are wanted to be derived territories of at sub-regional scale, answer new conditions. They are about the relations between town and country, the way services and equipments are structured and the actors partnerships. Some voluntarism is necessary. In this text the "pays" are studied in accordance with its articulations with other concepts : territories, basins of life, local gouvernance, development (in particular local development), functional poles, structuring frames, networks. From a mathodological point of view, in this text it is said that a propective and a tranversal approach should be adopted. Indeed, this approach requires several entries. They provide it with qualitative and quantitative indicators which must be associated, aggregated, and balanced if all types of cohesions are required to be evaluated (intensity, interdépendance, centres and borders, system). Other elements such as optimal models according to the type of "pays" and the logics of the actors, have to be defined. The ascending and the descending constitution approaches have to be combined progressively and pragmatically. Perenniality and organisation which are required to be estblished in the "pays" have also to be questioned about. Questions about what has to be admitted, (overlaps ? flanks ? eventual reajustements, to the mercy of anticipative proposals that the "pays" have to express and to lead) have to ba answered. Efficiency and operationnality of this concept will depend on those different aspects.Le mot "pays" est d'usage ancien et ambigu dans le langage courant et dans la littérature géographique. Il est maintenant repris dans l'aménagement, mais avec un objet actuel (loi du 4/02/1995) différent de celui qui a suscité les "contrats de pays". L'ambiguïté du terme y reste forte. D'où des réflexions sur la problématique, les démarches et les méthodes. Il s'agit d'éclairer leur définition, leurs caractérisations, et les enjeux que la promotion des "pays" recouvre. Compte tenu des évolutions récentes et en cours transcrites dans les territoires, l'approche géographique ne saurait être utilisée sans renouvellement et élargissement, en direction de l'examen des solidarités et cohésions sociales, des ancrages historiques et identitaires, des relations entre économie et territoires, des éléments institutionnels hérités ou récents, créés pour la gestion et l'action. Les "pays" que la loi promeut recouvrent d'ailleurs toutes ces composantes. Les constats préalables et l'observation des expressions des solidarités (nature, force, besoin) à partir desquels on veut dégager des territoires de projets à une échelle sous-régionale, répondent à de nouvelles conditions. Celles-ci concernent les relations villes-campagnes, les structurations des dispositifs en services et équipements, les partenariats d'acteurs, dans un esprit d'ouverture (non de repli). Un certain volontarisme est nécessaire. Le "pays" est considéré ici dans ses articulations à d'autres concepts : territoires, bassins de vie, gouvernance locale, développement (notamment local), pôles fonctionnels, trames structurantes, réseaux. Méthodologiquement, il est proposé de conduire en la matière une démarche prospective et transversale. Celle-ci en effet, exige plusieurs entrées fournissant des indicateurs les uns qualitatifs, d'autres quantitatifs, mais à associer, à agréger et à pondérer si l'on veut "valuer" les cohésions (intensité, interdépendances, coeur et marges ; système). Cerner les "gabarits" optimaux selon les types de "pays", décrypter les diverses logiques d'acteurs, sont d'autres éléments à établir. Il faut en outre combiner les démarches de constitutions ascendantes et descendantes, avec pragmatisme et progressivement. S'interroger aussi sur la pérennité et l'organisation qu'on entend y établir : admet-on les recouvrements ? les "flans" ?, d'éventuels rajustements au gré des propositions anticipatrices qu'ils doivent exprimer et conduire ?
