As in ordinary language, international law holds the water of international watercourses to be just one natural resource among many others. In order to be usefully applicable, there is cause to resolve the tension inherent in its object, being local in its national uses and global in its repercussions on other states sharing the watercourse. It is a matter of safeguarding national interests and ensuring the primacy of the concept of a shared resource. This article attempts to outline why, when applied to international watercourses, the concept of natural resource is no longer adapted to the real world today.
