L'école et la lecture dans le Pas-de-Calais entre 1880 et 1914

Annual reports on the situation of primary school teaching established by the department's chief school inspector on behalf of the local assembly, the Bulletin de l'enseignement primaire where district inspectors and individual teachers voice their opinions allow us to identify the central position assumed by reading in the representation of the Republic's school as developed by its tutoring authorities between 1880 and 1914. Essentially an exercise of acculturation, reading is thought of as the very basic pedagogical instrument to carry out that vast undertaking of civically instruct the children ahd the still-infant citizenry of a department where the incipient republican power is confronted to the existence of a powerful clerical party and to the rise of the socialist movement, where the native culture of the smaller communities is still very much alive, where all sorts of «dangerous» literature (notably the newspaper) are circulating. If they urge primary school teachers to furnish their schools with a library, school inspectors carefully establish the list of the authorized books, which moralize and instruct. In order to heighten both soul and spirit, one must not only select the readings but also impose ways of reading aimed at preventing an individual appropriation of the texts, a practice considered as hazardous. Reading at school and taught by school is fundamentally work (an activity that requires an effort), a value. As such it takes part in the education of a population whose relation to knowledge could not be disinterested or artistic. Thus is marked the symbolic distance which separates Primary and Secondary education.Les rapports annuels sur la situation de l'enseignement primaire dressés par l'Inspecteur d'Académie à l'intention du Conseil général, le Bulletin de l'enseignement primaire où s'expriment des inspecteurs de circonscription et des instituteurs permettent de repérer la place centrale tenue par la lecture dans la représentation de l'école républicaine que construisent ses autorités de tutelle entre 1880 et 1914. Exercice d'acculturation essentiel, la lecture est pensée comme l'instrument pédagogique par excellence de la vaste entreprise d'alphabétisation civique des enfants et du peuple-enfant d'un département où le pouvoir républicain naissant se heurte à l'existence d'un puissant parti clérical et à l'essor du mouvement socialiste, où la «culture de terroir» des petits pays demeure très vivante, où circulent toutes sortes d'écrits «dangereux» (le journal notamment). S'ils exhortent les instituteurs à doter leurs écoles de bibliothèques, les inspecteurs établissent avec soin la liste des livres autorisés, qui moralisent et instruisent. Pour élever l'âme et l'esprit, il faut non seulement trier les lectures mais imposer des manières de lire destinées à prévenir des appropriations individuelles des textes, jugées périlleuses. La lecture à l'école et par l'école est fondamentalement un travail (une activité qui requiert l'effort), une valeur. En cela elle participe à l'éducation d'un peuple dont le rapport au savoir ne saurait être désintéressé et artiste. De lektuur ziet men als een essentiëel middel tot acculturatie en het pedagogisch middel bij uitstek in de grote onderneming van burgerlijke alfabetisering van de kinderen en van het onmondige volk in een département waarin de zich ontwikkelende republikeinse macht op een machtige cléricale partij stoot en op de opkomst van de socialistische beweging, een département waarin de lokale cultuur sterk blijft leven en waarin allerlei gevaarlijke drukwerken (als kranten) verspreid worden. De inspecteurs zetten de onderwijzers aan bibliotheken te openen, maar stellen ook met veel zorg de lijst van de toegelaten boeken op waarin moraal en onderwijs samengaan. Om ziel en geest op een hoger peil te brengen moet men niet alleen goede lektuur uitkiezen, maar ook een manier van lezen opdringen die de individuele en gevaarlijk geachte benadering voorkomt. De lektuur op school en door de school is wezenlijk arbeid (een aktiviteit die een inspanning vraagt) en een waarde. Het is een onderdeel van de opvoeding van een volk waarvan de band met de macht niet belangloos of fantaisistisch mag zijn.
