Villes et citadins d’Afrique noire francophone. Le temps des incertitudes (Cities in French-speaking black Africa. The era of uncertainty)

Since the 1960s, a rapid urban growth has characterized French-speaking black Africa, where the number of urban dwellers has been multiplied by 11. Fifty years after the political independences, the demographic dynamics of cities have changed and the old models, rural exodus and hegemony of large cities, are being questioned. Nowadays, researchers underline circular mobility between cities and rural areas as well as factors impeding urbanization or explaining local cases of counterurbanization. In the 1960’ s, the city appeared to be the trigger of modernity and social change. Today, urban poverty is alarming, the informal economy has become dominant, the ‘ African’ coproduction of the city has reached its limits that the grassroots dynamics can no longer overcome. With the redefinition of the scope of state action in the 1980s, public policies have disappeared in favor of the fetishisms of ‘ local’ development -decentralization, privatization of services and popular participation -and of the neo-liberal credo of good governance. Innovations have certainly been set up, but multiple intra-urban inequalities are feeding a growing risk of fragmentation, and alternative solutions to urban challenges are yet to be invented.Depuis les années 1960, une vive croissance urbaine caractérise l’Afrique noire francophone, où le nombre de citadins a été multiplié par 11. Cinquante ans après les indépendances, les modalités de peuplement des villes ont changé, les anciens modèles, exode rural et hégémonie des grandes capitales, sont remis en question et on s’interroge beaucoup sur les mobilités circulaires entre villes et campagnes comme sur les facteurs entravant l’urbanisation ou entraînant localement une désurbanisation. Aux indépendances, la ville apparaissait comme le vecteur de la modernité et du changement social. Aujourd’hui, la pauvreté urbaine est alarmante, l’économie informelle est devenue prédominante, la coproduction de la ville ‘ à l’africaine’ a atteint des limites que les dynamismes ‘ du bas’ ne parviennent plus à amortir. Avec la redéfinition du périmètre d’action de l’État dans la décennie 1980, les politiques publiques ont disparu au bénéfice des fétichismes du développement local, décentralisation, privatisation des services et participation populaire, ainsi que du credo néo-libéral de la bonne gouvernance. Des innovations ont certes été suscitées, mais les inégalités intra urbaines croissantes nourrissent le risque de fragmentation et les solutions alternatives aux défis urbains restent à inventer.Dubresson Alain, Jaglin Sylvy.
