The European Commission sent a clear message to its partners in its Communication of 2 February 2000, which affirmed that the precautionary principle informed and would continue to inform the European position with regard to environmental and health-related issues. This Communication was drawn up mainly as a result of the commercial dispute on hormone-fed beef and the interpretation of the precautionary principle, or rather the attitude to precaution that was taken by the Appellate Body of the World Trade Organisation.
