The question of the number of people allowed a coat of arms has long been debated in the heraldic field. Yet no approach hased on non-normative sources has ever been undertaken. The « Armorial Général de France », compiled after the November 1696 edict, seems though to offer sufficient material. A partial inquiry by the Intendant of Maritime Flanders yielded the following results. Heraldic capacity was, in the opinion of the authorities, mostly an urban phenomenon. Moreover it was closely connected to a social function.
