Périurbanisation et planification spatiale. Le cas de la Seine-et-Marne (Periurbanization and regional planning in Seine-et-Marne)

Abstract. - Seine-et-Marne is the french department which has known the biggest demographic growth for fifteen years. This is shown by the growth of two new towns, Marne-la-Vallée and Melun-Sénart, but also by the continuation of the periurbanization, which is sprawling on the largest part of the department. Is this character considered by the regional planning ? According to the Livre Blanc and the projects of the Conseil Régional d'Ile-de-France, there is an uncertainty : the planners emphasize on the urbanization axis which are existing or prefigured (the new towns and Roissy airport area). With the choice of strengthen the central metropolitan areas, is it taken care of the faraway outskirts ?Résumé. - La Seine-et-Marne est le département qui a connu la plus forte croissance démographique depuis quinze ans. Cela se manifeste par le développement de deux villes nouvelles, Marne-la-Vallée et Melun-Sénart, et la poursuite du mouvement de périurbanisation qui s'étale sur la majeure partie du département. Est-il pris en compte par la planification régionale ? D'après le Livre Blanc, et les projets du Conseil Régional d'Ile-de-France, il existe une incertitude ; l'accent est davantage mis sur les axes d'urbanisation existants ou préfigurés (les villes nouvelles et le secteur de l'aéroport de Roissy).
