Since the early 1990s, the Joint Forest Management (JFM) program attests for a significant change in both the Indian Forest Policy orientation and administrative ethos regarding the participation of stakeholders in forest management. However, the Central Government policy framework allows considerable discretion to State governments and administrations for implementing this agenda. The JFM program raised as much interest as questions on both motivations and capacity of the forest administration to reform itself. The first part of the paper reviews the Indian forest policy over the last fifty years.
