Decentralising the RMI : what the effects and challenges facing the CAF offices ? The French decentralisation law of 18 December 2003 transferred all steering activities for the RMI (minimum welfare payment) system to regional councils. The caisses d’Allocations familiales (CAF – family allowance offices) were confirmed as the managing organisations for benefit payment aspects and are now part of the new regional field of action. Whether developing agreements intended to stipulate the scope of responsibilities delegated to them or to setting up regulation and exchange mechanisms with French départements to manage the benefit, CAF offices have committed to a dynamic to develop new co-operation relations with local actors within a framework ...
