The financing of telecommunication infrastructure : interconnection and universal service In a monopolistic telecommunications industry the cost of access infrastructure is covered by a cross-subsidy from services to equipment. Such a setting being no longer viable when competition is introduced it has then to be replaced by two distinct and complementary instruments : firstly, the regulated access charge that new entrants into the market pay for their interconnection to the network of the incumbent operator and, secondly, the cost sharing of telephone universal service obligations through a specific fund receiving financial contributions from all operators.
