The financing of telecommunication infrastructure : interconnection and universal service In a monopolistic telecommunications industry the cost of access infrastructure is covered by a cross-subsidy from services to equipment. Such a setting being no longer viable when competition is introduced it has then to be replaced by two distinct and complementary instruments : firstly, the regulated access charge that new entrants into the market pay for their interconnection to the network of the incumbent operator and, secondly, the cost sharing of telephone universal service obligations through a specific fund receiving financial contributions from all operators. In this article we successively examine those two sides of infrastructure’s cost coverage in a liberalized telecommunications industry and present the main decisions that have been made in this regard in France such as they feature in the bill of July 1996 for telecommunications regulation. We also discuss the theoretical foundations of those decisions with respect to economic analysis and contribute to solving some issues still being debated.En régime de monopole, le financement des infrastructures de télécommunication est permis par une subvention croisée en provenance des services. Ce mode de financement n’étant plus viable en régime de concurrence, il doit alors être remplacé par deux instruments distincts et complémentaires : d’une part, la rémunération de l’interconnexion des réseaux concurrents au réseau de l’opérateur historique, à travers un tarif intermédiaire régulé ; d’autre part, la mutualisation des charges imputables à la fourniture du service universel téléphonique, à travers la mise en place d’un fonds de compensation spécifique. Dans cet article, on aborde tour à tour ces deux aspects du financement des infrastructures après libéralisation du secteur, en précisant les dispositions prises dans ces domaines par la loi française de réglementation des télécommunications de juillet 1996, en discutant les justifications théoriques de ces dispositions au regard de l’analyse économique, et en apportant quelques éléments de réponse aux questions restant en débat.Curien Nicolas.
