Banking exclusion and dealing with excessive indebtedness Withdrawal of a cheque book feels like a much harsher sanction than the fact of no longer being able to obtain credit. The max of 29 july 1998 relating to the fight against exclusion certainly took this problem into account, but the provisions made were only aimed at people in a state of almost total insolvency, which is hardlylikely to encourage their banker to take the risk of entrusting then with a new cheque book. The basic bankingservice which it introduced can only be imposed for clients having asked the bank of France to designate a bank.
