The theory of fiscal federalism assigns to the Central Government the function of macroeconomic regulation. In France, local public investment composes 75 % of public investment. The purpose of this paper is to analize how Central Government has supervised local public investment since a quarter century, with regard to their tools and efficiency. The main tool is the supply of loans by the «Caisse des dépôts». The paper examines the successive mechanisms of allocation (loan-grant tie ; lump sum borrowing) and the fluctuations of loans and investments.
