As the democratic ethic of the human rights is asserting itself throughout the world, it seems logical to recognise the linguistic rights of the individual. Language is in fact the central phenomenon of individual and collective identity but idioms and groups suffer from the law of ruling minorities who assume the power to define collective identities and control idioms - whether at the level of social use or of internal functionning.
