Le libre-échange industriel fonde-t-il un projet euro-méditerranéen cohérent?

Industrial free-trade agreements are in the process of being established between EEC and several southern and eastern countries of the mediterranean area, in hope of stimulating industrial exports of these countries and futhermore their global economic development. However, this free-trade is of high risk for these mediterranean countries in that it could destabilise their previous industrial structure, established during the import-substitution period. Futhermore, the absence of integration between the southern and eastern mediterranean countries, and the exclusion from the new euro-med deal of agriculture threaten the project's global coherence. Finally, the success of the euro-med free-trade will depend on the belief of investors in the political stability of the southern and eastern mediterranean countries ; this stability is inaccessible without a consolidation of democracy.Des accords de libre-échange industriel se mettent en place entre l'Union Européenne et des Pays du Sud et de l'Est de la Méditerranée (PSEM). On en espère une dynamisation des exportations manufacturières de ces pays et, au delà, de leur développement. Pourtant ce libre-échange recèle des risques importants pour les PSEM, en particulier à travers une déstabilisation de leur tissu industriel antérieur, de la période d' import- substitution. De plus l'absence d'intégration entre PSEM tout comme l'exclusion de l'agriculture de la nouvelle donne euro-méditerranéenne compromet la cohérence d'ensemble du projet. Enfin, la viabilité du libre-échange euro-méditerranéen dépendra, finalement, de la confiance des investisseurs dans la stabilité politique des PSEM, stabilité inaccessible en dehors d'un approfondissement démocratique.Regnault Henri.
