The railway triomphed at the beginning of the 2Oth century as it had become a means of transport no one could do without. But it was an unproductive System because being a public service, the operating of the railway was not meant to be profitable. The motor car became increasingly popular after World War one and so found a favorable ground for further development: the car was to become a keen competitor to the railway. The public sector had to interfer in order to prevent the irreparable decline of the transport by rail.
