Public groups and industrial policy, by Henri Rouilleault. The measures to widen the public manufacturing sector taken in 1981-1982 aimed at creating a key instrument for the industrial development of France. The experience gained over a few years hetps in better assessing the conditions in which this aim can be reached. First, it shows that the resumption of investment by the public groups sets a problem of sectonal allocation rather than a simple quantitative one. Secondly, it underlines that the originality of these groups in the field of employment may be more linked with the quality of industrial relations than with a global objective of no lay-offs.
