In late 1999, the press announced that Beijing and the Holy See were about to negociate the establishment of diplomatic relations. However, a series of ordinations of bishops by the government proved this to be incorrect. Since 1979, Beijing's reform policies have allowed for the renewal of religious activities, but the basic problem remains, namely : two irreconcilable conceptions of the relationship between politics and religion. Furthermore, Chinese Catholics split between two - "official" and "underground" - sectors.
