In 1992-93, the architects of Russia's foreign and security policy wanted to bring off a radical shift in priorities. In line with M. Gorbachev's efforts, they emphasized "demilitarizing" and "economizing" Moscow's foreign policy. Partnership with the West was the main axis in this policy. For various (mostly domestic) reasons, both the political elites and public opinion soon concluded that this line had failed. This tended to consolidate key traditional aspects of Russia's inherited foreign strategy, which would influence the positions Moscow would adopt on the international scene.
