In the last two decades, a shift has occurred in the paradigm orienting public policies : the Welfare State has been at least partly replaced by a neoliberal, or neoconservative model. This shift affects fundamental social values and objectives, the instruments and institutions related to social policy, and the balance of power between actors. In Hungary as in other countries undergoing the transition, the new paradigm has a strong appeal ; and objections to it are weaker than in Western Europe. International organizations (the IMF and World Bank) and many local interest groups were therefore able to strongly influence welfare institutions.
