La recomposition du paysage politique est-allemand après 1989

Reconstruction of the political landscape of East Germany post-1989. The problems involved in the building of a democratic régime, and transition to a market economy, are certainly not specific to East Germany, but their special nature is to be closely bound up with the problems of German reunification. The GDR moved from one camp to the other more speedily than all the other countries of Central and Eastern Europe. It underwent transition to a market economy, and the most violent political reforms without the benefit of any degree of gradualism to alleviate the violence of the shock engendered by economic stabilization measures and political changes. In the end, East Germany's problems may not have differed widely from those experienced by other post-communist countries, but they nevertheless differed in intensity, and were compounded by the problems arising from the integration of the GDR into the political, economic, social and administrative system of West Germany. And after all, it is only four years after reunification that, out of the five new German Lander, an original political lanscape, different from that of the West, is taking shape. What conclusions, then, should be drawn from the emergence of differences on the East German political scene, while the unification of the two parts of the country is proceeding in an orderly fashion in other sectors ? Are we witnessing the ill effects of unhealthy processes, for example the failure of an over-abrupt attempt at reunification, or perhaps we are seeing the reaction of a post-communist society in the effort to adapt, a reaction similar to those met within other former socialist-bloc countries, a reaction which, owing to the fact of reunification, has been displaced in its timing ? A study of the shaping of the political landscape, following on the revolution of Autumn 1989, together with an analysis of the implementation of political unification and its consequences in East Germany, affords valuable insights on the subject.Les problèmes relatifs à la construction d'un ordre démocratique et au passage à l'économie de marché ne sont certes pas spécifiques à l'Allemagne de l'Est, mais ont la particularité d'être étroitement liés à ceux de l'unification de ce pays. La R.D.A. passa d'un camp à l'autre plus rapidement que tous les autres pays d'Europe centrale et orientale. Elle subit le passage à l'économie de marché et les réformes politiques les plus brutales, aucun gradualisme ne venant atténuer la violence du choc provoqué par les mesures d'assainissement économique et les transformations politiques. Si en Allemagne de l'Est les problèmes furent en fin de compte de même nature que dans les autres pays post-communistes, ils y eurent cependant une intensité différente et furent doublés par des problèmes issus de l'intégration de la R.D.A. au système politique, économique, administratif et social ouest-allemand. Et ce n'est finalement que quatre années après la réunification qu'émerge dans les cinq nouveaux Lànder allemands un paysage politique original, différent de celui de l'Ouest. Quelles conclusions tirer de l'apparition de différences au sein du paysage politique est-allemand, alors que l'unification des deux parties du pays progresse constamment dans les autres domaines ? Retrouve-t-on là la marque des effets pervers, voire de l'échec d'une unification trop brutale, ou bien s'agit-il d'une réaction d'adaptation de société post-communiste, semblable à celles que l'on retrouve dans les autres pays de l'ancien bloc socialiste, réaction qui n'aurait été différée que dans le temps du fait de l'unification ? L'étude de la formation du paysage politique à la suite de la révolution de l'automne 1989, ainsi que l'analyse de la pratique de l'unification politique et de ses conséquences en Allemagne de l'Est fournissent de précieux indices en la matière.Perron Catherine.
