Identité régionale et identité nationale : l'émancipation politique du Tatarstan de juin 1988 au 21 mars 1992

Regional identity and national identity : the political emancipation of Tatarstan, from June 1988 to the 21st March, 1992. When an autonomous republic of Russia, and one, moreover, which constitutes its geographical heartland, proclaims is indépendance and its desire for economic emancipation, does this mean that a region has suddenly become a nation-state ? The majority of Tatars live outside of Tatarstan, and within the Republic, the area of their ethnicity, they represent only 48 % of the population. The ethno-linguistic link which unites the Tatars of Rusia and Central Asia, revived by certain nationalist movements which advocate extra-territorial autonomy, slackened during the Soviet period. It seems, henceforth, that territory has become the essential factor in the definition of an identity for Tatarstan, excluding « ethnic nationalism ». Admittedly, territorial identity is based on Soviet institutional structures : territorial administration stemming from the Communist Party, major enterprises, the kolkhoz, culture and idiom all strongly sovietized. But the preoccupations of the population of the Republic of Tatarstan are above all economic and social : rising prices, the fear of unemployment, public health, security. By addressing these « immediate » questions, the local authorities in Kazan are no doubt seeking to perpetuate their power, and to create a « feudality ». This may only be a temporary tactic. In fact, a far-reaching change in the soviet system is under way.Lorsqu'une république autonome de la Russie, qui constitue de plus son cœur géographique, proclame son indépendance et sa volonté d'émancipation économique, est-ce à dire qu'une région est subitement devenue un État-nation? Les Tatars vivent majoritairement en dehors du Tatarstan et ne constituent, dans la république, territoire historique de l'ethnie, que 48 % de la population. Le lien ethnolinguistique qui unit les Tatars de Russie et d'Asie centrale, ravivé par certains mouvements nationaux qui prônent l'autonomie extra-territoriale, s'est distendu pendant la période soviétique. // semble désormais que le territoire soit devenu le facteur essentiel de la définition d'une identité pour le Tatarstan, excluant le « nationalisme ethnique ». Certes, l'identité territoriale se fonde sur des structures institutionnelles soviétiques : administration territoriale issue du parti communiste, grandes entreprises, kolkhoz, culture et idiome fortement soviétisés. Mais les préoccupations de la population de la république du Tatarstan sont avant tout économiques et sociales : hausse des prix, crainte du chômage, santé publique, sécurité. En concentrant son discours sur ces questions « immédiates », le pouvoir en place à Kazan cherche sans doute à pérenniser son pouvoir et à constituer une « féodalité ». Ceci n'est peut-être qu'une tactique temporaire. En réalité, une transformation profonde du système soviétique est en cours.Raviot Jean-Robert.
